In the US, the House Judiciary Committee held a hearing on online wagering policies. A number of bills were introduced to soften the federal law. Most notably, the House introduced a bill called HR 2046, or the Internet Gambling Regulation, Consumer Protection, and Enforcement Act. The bill proposes to modify the UIGEA by requiring licensing of Internet gambling facilities by the director of the Financial Crimes Enforcement Network. Although some states have already passed laws allowing some forms of online gambling, most do not.

Other legislation includes the federal Indian Gaming Regulatory Act, which outlines the legality of gambling in Native American territories. Despite the law, some underage gamblers purchase lottery products from legal-age gamblers.
